threaded the "tail" through the two holes I punched in the envelope flap, as shown (this is the back of the envelope), and brought the other end to the center of the envelope back. This stayed in place with a tiny piece of the double-faced tape.

(I made a trip to Joann's Fabrics for the vellum envelopes, which measured 4 3/8" X 5 3/4", because I preferred the top-loading envelope).
